A general trend of imposing management\ntechniques within public administration has shifted previous\nunderstandings of how organising and control should be undertaken.\nInstances of efficiency and economy have become important, overshadowing\ninstances of effectiveness and equity. As these instances\nplay out within public administration dilemmas emerge, which actors\nneed to make sense of.\nIn this dissertation, an exploration of actors’ taken-for-granted assumptions\nwithin the Swedish central government is undertaken. More\nspecifically, actors engaged in public administration within the Swedish\nSocial Insurance Agency (Försäkringskassan) make out the central\nempirical focus. This dissertation contains open-ended interviews, selfadministered\nsurveys, as well as the use of focus groups as methods for\ncontinuous exploration.\nTaking a theoretical stance within institutional theory, the concept\nof taken-for-granted assumptions is elaborated and explored in order\nto challenge prior knowledge of actors’ understandings and behavioural\nalignment. It is argued that such taken-for-granted assumptions\nalign with social systems, dominating certain contexts. Within public\nadministration, these social systems are understood as Management\nand Civil Service.\nIt is concluded that dilemmas inherent in public administration are\nmade sense of in two manners. Firstly on the basis of rejecting the\npremises for dilemma and secondly by compartmentalising internal\nand external perspectives.
